My grand plan to get my Elven bow damage from 34 to 54 by level 17 starts with my scheme to improve my Elven weaponry up to Flawless. First of all, here's the UESP web page on Smithing: www.uesp.net And here's their formula to calculate your 'effective smithing skill': Effective Smithing skill = ((Smithing Skill - 13.29) * (1 + Perk) * (1 + Enchant) * (1 + Potion)) + 13.29 Perk is either 1 or 0. Enchant is the sum of your fortify smithing enchants, divided by 100. Potion is your fortify smithing potion percent divided by 100. The numbers I'll be plunking into this formula will be Smithing skill 44 (next video) and a 40% Fortify Smithing potion. So that translates into the following: ((44 - 13.29) * (1 + 1) * (1 + 0) * (1 + 0.4)) + 13.29 = 99.278 Effective Smithing Skill. Apply this to the 'Without Perk' quality scale (which I believe from extensive testing is what the Effective Smithing Skill is supposed to be applied to) and you get Flawless quality (effective smithing skill has to be 100 or over). Actually I'm just a tad short of the required 100 smithing skill for Flawless (explain? Post a comment...) My guess is everything is taken into account with regards to my Smithing skill progress so my real raw smithing skill at the time I took the potion to improve my Elven gear will be about 44.5 (you'll see this next video).
